I’ve noticed in setting up new Windows 10 computers lately that Microsoft has gone out of its way to prevent setting up a local user account. Turns out I’m not the only one bothered by this turn of events. Ed Bott, writing on ZDNet, devoted a recent article to the topic [link].

“Microsoft really wants Windows 10 users to have a cloud account, so the offline-account option is harder to find.”

Here’s the trick: “Run the setup without being connected to the internet, or type in a fake phone number a few times and it will give you the prompt to create a local account,”

I have confirmed that both of these methods work to allow creation of a local (offline) account.
